The services of the Information Education and Communication were commenced in March 2006 to support the IEC activities of the Programme. The IEC Specialist who was attached to the  North East Housing Reconstruction Unit was coordinating  the IEC the inception of the   Programme in 2005.  As there was no eminent local consultant firms were identified to support the IEC activities, individual IEC Consultants and Assistant Consultants were hired and posted to each District Programme Offices   and NEHRU.

To ensure that the beneficiaries and the stake holders are fully cognizant with the implementing modalities, as well as ensure transparency in the implementation of the Programme.

To provide awareness to the public, beneficiaries, private sector, NGOO and the District and Divisional Administration to support the NEHRU and the District Units to interact with the media  and to maintain of the achievements, issues and constrains of the reconstruction programme.

Marketing the Project, Its concept and strategy:

1. All Stakeholders should  know the project concept and  strategy –  Selection Criteria – Process of Reconstruction -  “Owner Driven Concept”
2. Initiate for the contribution of all stakeholders for the successful implementation of Project – Programme Promotion
3. Successfully achieve the project target, through the stakeholder contribution – Need Satisfaction
4. Multi disciplinary staff to function with Team spirit and toward achieving  progress – Project Successfulness

Marketing the Project Objective :

1. Understanding the NEHRP process in community and  Society Level.
2. Clear concept formulation among the  Selected Beneficiaries – Emphasize the NEHRP concept in project implementation villages.
3. Transference of NEHRP reconstruction Activities – Make them to feel transference.
4. Social Development through participatory reconstruction.
5. Maintaining correlations among all NEHRP actors.

1. 2005 – 2006 – I.E.C Staff  conducted One way communication mostly through printed materials. Leaflets, Circulars, but limited visits
2. 2006 – 2007 appointed I.E.C Consultants and Asst. Consultants in all 8 Districts. This action created notable transformation in I.E.C function.
3. Started  to use appropriate methods in  two way communication system face to face meetings ,work shops, Public announcement, issuing printing materials, stage Communication, Using electronic medias, etc.
4. 2007 – 2009 –Technical officers also were brought into the I.E.C activities on socio   technical aspects.
5. Identifying social capacity, backwardness and constraints among Beneficiaries.
6. Generate alternative or remedial action through the different level of discussion.
7. Request assistance from NEHRU specialists for the unresolved problems.
8. Team level monitoring -  problems solving – Multi sectoral approach.
