Housing Construction Under Owner Driven Concept

      In owner Driven Housing Construction Concept, the beneficiaries construct their house themselves with the financial assistance and technical support of the donor, according to their requirement and necessity with out deviating the standard housing norms and regulations.

       

      Assumption

      Every one wants to construct their own house in better quality for their own usage.

       

      Advantages by Owner Driven Housing Construction

      • Beneficiary could design his own house according to his requirement, culture and heritage etc.
      • Since beneficiaries are individually constructing their house, all the houses are constructed simultaneously and the donor could attain maximum housing construction progress with minimum Operational Cost. NEHRP spend average 7% of the total grant for the implementation purpose.
      • The additional expenditure such as the profit and income tax of the contractors are eliminated. So that the beneficiaries could minimize the construction cost.
      • The beneficiaries could adopt the remaining portion of the existing damaged house, which are in god condition in their new housing construction.
      • The construction materials, which were preserved during the damage of the houses could be used in their new housing construction.
      • The locally available construction materials, which are available in beneficiaries’ own premises such as timber, sand rubble etc could be used in their construction activities.
      • Beneficiaries could involve in the construction activities such as construction management, labour input and minimize the construction cost
      • Beneficiaries could  involve in pre-cast construction materials product activities for their housing construction and minimize the construction cost.
      • Beneficiaries could learn the construction activities during their own housing construction and become a skill person in future.
      • Beneficiaries together purchase construction materials in bulk and save the construction cost.

       

      Identified Risks

      • ·        Most of the beneficiaries are uneducated
      • ·        Most of the beneficiaries are frustrated and de motivated.
      • ·        The construction suppliers and local contractors try to misdirect the beneficiaries and try to block the donors activities.
      • ·        The technical unit of the donor has to do close monitoring and advice during the construction activities.
      • ·        The beneficiaries prefer to go to build a house to suit to their existing tradition, which may be unlawful according to Sri Lanka housing regulation.
      • ·        Need more effort to motivate beneficiaries
      • ·        After getting the grant, the beneficiaries may leave their village with out constructing house.

       

      Action Taken to Overcome the Constrain

      Payment System:

      Payment is made in five installments through the joint account of Husband and Wife of the family.

      Engineering Unit:

      In each district a District programme engineer and necessary technical officers are recruited to guide the beneficiaries to construct quality house with in the time frame

      Information Education and Communication Unit:

      This unit cordially functions with implementing units to maintain coordination and both way communication.

      Social Sector:

      This sector is functioning in both beneficiaries selection and construction implementation to coordinate with all the parties for social safeguard

      Environmental Unit:

      This unit is functioning in headquarters level to closely monitor the construction activities and take precaution action to avoid environmental adverse affect due to construction implementation.

      Management Information System Unit:

      This unit is functioning in head quarters level to coordinate with all the relevant parties and share information throughout the construction cycle.

      Accounts Unit:

      This unit maintain communication with all the relevant units and pay money to beneficiaries.

      Independent Technical Audit Consultants:

      It is an independent consultancy service to assist to NEHRP to adopt appropriate construction technology and ensure quality construction

      Continuous Social Impact Assessment Consultants:

      It is a independent Social audit service to ensure the proper beneficiaries selection and to avoid adverse affect due to selection of beneficiaries and construction implementation
